East New York Health Week begins Tuesday September 3, 2019 and ends Saturday September 7, 2019.  East New York Health Week is a collaboration between JIG Media, Healthy NYC, New York for Seniors and EastNewYork.com.

Former East New York District Leader, Nikki Lucas, will be the moderator for the healthcare panel discussion.

Fast-Food Joints in the Neighborhood? Heart Attack Rates Likely to Go Up

If you live in a neighborhood where fast-food restaurants abound, you might be more likely to have a heart attack, new research suggests.

It turns out that heart attack rates are higher in neighborhoods with more fast-food joints, the Australian study found.

For every additional fast-food outlet in a neighborhood, there were four additional heart attacks per 100,000 people each year, according to the report.

To come to that conclusion, researchers examined data on nearly 3,100 patients hospitalized with a heart attack in a region of Australia between 2011 and 2013.

“The findings were consistent across rural and metropolitan areas of New South Wales and after adjusting for age, obesity, high blood lipids, high blood pressure, smoking status and diabetes. The results emphasize the importance of the food environment as a potential contributor towards health,” said study author Tarunpreet Saluja, from the University of Newcastle in Callaghan.

“Ischemic heart disease, including heart attack, is one of the leading causes of death worldwide,” Saluja noted. “It is known that eating fast-foods is linked with a higher likelihood of fatal and nonfatal heart attacks. Despite this, there is rapid growth in the purchase and availability of fast-food. This highlights the need to explore the role of food availability in the probability of having a heart attack,” he said.

“Previous studies have shown that the poor nutritional value, high salt and saturated fat in fast-food is connected to heart disease, yet the role of greater access to these restaurants has been less clear,” Saluja said in a European Society of Cardiology (ESC) news release.

The study findings were presented Aug. 11 at the annual meeting of the Cardiac Society of Australia and New Zealand. Research presented at meetings should be considered preliminary until published in a peer-reviewed journal.

According to Jeroen Bax, past president of the ESC, “Tackling heart disease requires individual responsibility and actions at population level. This study highlights the impact of the food environment on health. In addition to regulating the location and density of fast-food outlets, local areas should ensure good access to supermarkets with healthy food.”

Healer Within Foundation To Introduce Tai Chi at the Healthy NYC Expo

According to a recent Harvard Magazine article, “there is growing evidence the mind-body practice of Tai Chi, which originated in China as a martial art, has value in treating or preventing many health problems.” Often described as “meditation in motion”, the article goes one step further by adopting the phrase “medication in motion”.

In NYC: What Are NORCs And Why Are They Important?

In New York City, a NORC is a Naturally Occurring Retirement Community, abbreviated as NORC, is a building or neighborhood in which there are a substantial number of residents aged 60 years or older. These areas can be defined as a neighborhood, an apartment building, or a housing complex, that was not originally intended as a senior home. This phenomenon has happened naturally over time, most commonly because people have moved into a home when they were younger and have aged there. Elderly individuals who live in metropolitan NY may already reside in a NORC and may be eligible for assistance. If not, an elderly individual who is fairly independent might consider relocating to a building or neighborhood that contains a NORC.

NORCs are administered by non-profit agencies that provide services for senior residents to aid them in being more independent and allow them to continue to live in their homes, preventing unwarranted nursing home placements. They also help the elderly to maintain social connections with friends and relatives, as well as encourage engagement with the community. Services may include case management, meals delivered to the home, preventative health measures, social activities, counseling, housecleaning services, transportation, and nursing services.

Examples of NORCs are; Hudson Guild, Penn South, Spring Creek (Starrett City), Co-Op City, Rochdale Village, Phipps Plaza West, Lincoln-Amsterdam Houses, Union Settlement, Morning Side / Goddard, Ravenswood HANAC and Stuytown.

Today it was announced that Empire Blue Cross Blue Shield will be joining JIG Media in the 3rd Annual HealthyNYC Expo in East Brooklyn. The partnership will also include the HealthyNYC Expo that will take place in Central Brooklyn for the first time.

New Yorkers Nearing Retirement Are Concerned About Health Coverage

(HealthDay News) — Many middle-aged folks nearing retirement have serious concerns about their health insurance coverage, a new survey shows.

Nearly half of people aged 50 to 64 say they have little or no confidence they’ll be able to afford health coverage once they retire, according to findings from the National Poll (including New York) on Healthy Aging.

More than 1 in 4 are not even confident they’ll be able to afford health insurance over the next year, the survey found.

“That poll confirmed what we have been seeing and hearing, that people are nervous,” said Lina Walker, vice president of health security for the AARP Public Policy Institute. “Health insurance is a very important issue for older Americans. As you get older, you’re more likely to experience health conditions. Health insurance not only provides you the services you need, but also provides you financial protection.”

Based on these fears, many are playing it safe career-wise as they near retirement. One out of 5 people aged 50 to 64 decided to stay in their current job rather than change jobs or retire, just to keep their employer-provided health insurance.

They’re also keeping a close eye on what’s happening in Washington regarding health care policy, said lead researcher Dr. Renuka Tipirneni, an assistant professor with Michigan Medicine, the University of Michigan’s academic medical center.

“I was actually surprised just how many said they closely followed the news about changes to the Affordable Care Act, Medicare and Medicaid,” Tipirneni said.

Half said they are tracking the news out of Washington, and even more are worried that whatever happens will screw up their health coverage, the poll found.

“Almost 70 percent said they are very or somewhat concerned about potential changes to their insurance due to changes in federal policy, which is way more than I expected when we designed the poll,” Tipirneni said.

The poll, sponsored by AARP and Michigan Medicine, focused on those approaching 65, when most Americans qualify for Medicare. Researchers with the University of Michigan Institute for Healthcare Policy and Innovation polled just over 1,000 adults nationwide in the fall, near or during the open enrollment period for employer-based insurance plans, Obamacare marketplace plans and Medicare.

Experts believe the continued whirl of legislative and legal action surrounding the Affordable Care Act (ACA, or Obamacare) likely is responsible for generating most of these worries.

Last year, the Republican-led Congress tried and failed to repeal Obamacare, but it did succeed in repealing the individual mandate that penalized Americans who did not buy health insurance.

Based on the repeal of the mandate, a Texas federal judge in December ruled that the entire ACA is unconstitutional.

The ACA is still in effect while the judge’s decision is being appealed, and many legal scholars across the political spectrum have questioned the validity of the ruling, said Frederick Isasi, executive director for Families USA, a consumer health care advocacy group.

“Its greatest harm is creating confusion for families,” Isasi said of the ongoing legal battle. “They don’t realize that the health insurance and financial security they need is still available to them.”

Confusion also has been sown by President Donald Trump’s decision to pull nearly all funding for health insurance navigators and assistants, whose job it had been to explain coverage options to American families, Isasi said.

“Basically by removing all of that support, they made it a lot harder for families to understand what’s available to them,” Isasi said.

Things will get even more unclear when some states start allowing the sale of “junk insurance” plans under the Trump Administration, he added.

These plans charge lower premiums but will do so by offering less coverage. People who buy them will be surprised to learn some of the plans don’t contain basic coverage for things like prescription drugs or hospital stays, Isasi said.

“When those plans start getting sold, you’re going to have families who are paying premiums who think they have financial protection, and they don’t,” Isasi said.

Middle-aged people who are worried can allay some of their fears by becoming smart health care consumers, Tipirneni said.

“There may be more affordable options out there. That requires looking closely at those plans,” Tipirneni said. “Weighing those different options can allow them to reduce their out-of-pocket costs. Maybe a plan that initially doesn’t look as attractive actually ends up being the more affordable plan for them.”

It’s also important to remember that many of the protections in the Affordable Care Act are still in place, Walker said.

The Obamacare marketplaces are still up and running, and the federal law still prevents price discrimination against people who are older or who have pre-existing conditions, Walker said.

Seniors Facing Foreclosure After Being Sold Reverse Mortgages

Reverse mortgage commercials air regularly on television, but USA Today has an investigative article, which shows that seniors are facing foreclosure because of these reverse mortgages. (See Video Below)

USA TODAY found that reverse mortgages end in foreclosure six times more often in predominantly black neighborhoods than in neighborhoods that are 80% white.  

Even comparing only poorer areas, black neighborhoods fare worse. In ZIP codes where most residents make less than $40,000, the analysis found reverse mortgage foreclosure rates were six times higher in black neighborhoods than in white ones.

The foreclosure disparity resembles a more familiar scenario from the late 2000s, when subprime lenders targeted specific neighborhoods with risky loans doomed to fail, according to the nation’s lead reverse mortgage researcher.

Highlights of the Whopping $92.8 Billion New York City Budget

NEW YORK––Mayor Bill de Blasio, City Council Speaker Corey Johnson, Council Finance Chair Daniel Dromm and members of the City Council today announced an agreement for an on-time and balanced City budget for Fiscal Year 2020.

The agreement on the approximately $92.8 billion budget includes funding to place 200 additional social workers in public schools, including specialists working within Thrive who will help students experiencing crisis and mental health issues. Further, the City is expanding its commitment to Senior Housing by adding $275 million over Fiscal Years 2020 through 2023. These resources will help generate an additional 800 affordable senior homes. This will raise the total City commitment for newly constructed senior housing to $687 million from now to the end of the housing plan.

“The Fiscal Year 2020 Adopted Budget creates greater fairness for all New Yorkers. We’ve reached an agreement that promises to create a pathway to pay parity for our early childhood education providers to address recruitment and retention issues, expands services that prevent unnecessary detention and fights the widespread national attack on access to abortion care,” said Mayor Bill de Blasio. “We’re also strengthening our support services in schools by providing over 200 social workers for students who need them most, fulfilling our commitment to senior affordable housing and putting our new expanded speed camera program into action. We’re accomplishing all of this while protecting the City’s fiscal health by increasing savings and adding $250 million to our already historic levels of budget reserves. I want to thank Council Speaker Corey Johnson, Finance Chair Daniel Dromm and the rest of the City Council for their partnership.”

As part of the budget agreement, the City is making a commitment to work with early childcare providers and their labor unions to create a pathway to pay parity to address recruitment and retention issues through collective bargaining. Similarly, in recognition of critical role legal defense attorneys play in the justice system, the City will continue conversations with providers to address compensation, recruitment and retention.

The Administration and the City Council have jointly funded justice reform initiatives that address historic disparities in the justice system. This includes an expansion of criminal justice related diversion programs, such as post-arrest diversion, supervised release and transitional housing.

In order to make sure that every New Yorker is counted in the 2020 Census and the city gets its fair share, the Administration has deepened its investment in outreach staff and public awareness campaigns.

The FY20 Adopted Budget also maintains $1.15 billion in General Reserve, an increase of $150 million, $4.57 billion in Retiree Health Benefits Trust Fund, an increase of $100 million, and $250 million in the Capital Stabilization Reserve.

As part of the City’s aggressive savings program, the Adopted Budget includes over $300 million in new savings, on top of the $2.5 billion achieved in the Citywide Savings Program over Fiscal Years 2019 and 2020 since last Adoption. These savings were, in part, attained through the Administration’s first Program to Eliminate the Gap (PEG), and a permanent reduction of 2,600 City-funded positions. 325 additional vacancies will be reduced in this plan, adding $25 million in savings. The Citywide Savings Plan is an element of strong fiscal management, and helps balance the City’s budget and finance initiatives in an era of slowing revenue growth.

Highlights of the Fiscal Year 2020 Adopted Budget include:

  • Placing 200 additional social workers in DOE schools, including mental health specialists, to help support students and provide necessary social and emotional support ($26 million).
  • Investing jointly with the City Council in an expansion of criminal justice related diversion programs, such as post arrest diversion, supervised release and transitional housing.
  • Installing low noise “rumbler” sirens on FDNY vehicles to help reduce noise pollution ($1.5 million).
  • Funding for Vision Zero public awareness campaigns to educate drivers and support pedestrian and cyclist safety ($5 million).
  • Launching NYC Care to guarantee healthcare access for 600,000 uninsured New Yorkers and enhance MetroPlus, NYC’s Public Option, by increasing enrollment and improving access to care, including mental health services ($25 million in Fiscal Year 2020, ramping up to $100 million in Fiscal Year 2022).
  • Expanding 3-K for All by funding 1,900 new seats in the Bronx (District 8) and Brooklyn (District 32) for next school year. This investment brings 3-K to 14 districts and 20,000 children by September 2020, and includes the 10 highest-need districts in the city ($25 million).
  • Increasing Mayoral funding for 2020 Census outreach staff and public awareness campaigns to ensure a fair and accurate count that gives New York City its fair share ($22 million for a total Mayoral investment of $26 million).
  • Fulfilling a commitment to energy efficiency with green technology by retrofitting City buildings as part of NYC’s Green New Deal ($60 million).
  • Providing annual funding for the “Bridging the Gap” program that provides social services and academic support for students in shelters ($14 million).

Getting Your Nutrients: From the Source or Supplements?

Americans are making shifts in the supplements they take — fewer multivitamins and vitamins C and E, more fish oil and vitamin D. Many think of supplements as magic bullets, but studies don’t always support their supposed benefits.

Some research is positive. Vitamin D is important for good health and very hard to get naturally from foods or, if you live in northern latitudes, from the sun. So you might need a supplement to meet daily needs. But first ask your doctor for a blood test to check your level and, if it’s low, whether it’s safe for you to sit in the sun twice a week for 15 minutes to allow your body to make D naturally.

Significant studies show that it’s better to get certain nutrients directly from food. For instance, while foods high in omega-3 fatty acids, from walnuts to oily fish, have been linked to reduced risk of heart disease, the omega-3s in fish oil capsules may not deliver the same benefits.

A 2018 study conducted by the U.S. Department of Agriculture found that many supplements — from vitamins A and D to the minerals selenium and chromium — contain higher amounts of the nutrient than stated on the label. That’s a concern because some good-for-you supplements can be harmful at high doses — even calcium, which is highly touted for bone health. If you can’t get enough calcium through diet and bone density testing shows that you need to supplement, ask your doctor about safe limits.

In fact, whether you’re thinking about an herbal supplement or a proven vitamin or mineral, talk to your health care provider first. Some may interact with medications you take or could pose a risk if you have an illness or are scheduled for surgery.

Heart Attack Rehab At Home Could Save Lives

(HealthDay News) — If you had a heart attack and could get rehab therapy at home, would you be more likely to get the follow-up care that doctors recommend?

A new scientific statement says you would, and advocates for the option to be more widely available because so many patients never get the therapy — often because health insurance companies don’t cover at-home therapy.

Cardiac rehabilitation is typically provided in a medical center and includes exercise training, nutrition advice and mental health counseling to help patients recover from heart attack, heart failure, angioplasty and bypass surgery.

It can reduce the risk of future heart attacks and improve quality of life.

However, about 80% of U.S. patients who would benefit from cardiac rehabilitation do not receive it, according to Dr. Randal Thomas, chair of the writing group for the statement from American Heart Association (AHA), American College of Cardiology (ACC) and the American Association of Cardiovascular and Pulmonary Rehabilitation.

“There are significant barriers that prevent patients from getting the cardiac rehabilitation care that they need. And there aren’t enough programs in the United States to meet the needs of every patient that would benefit,” said Thomas, medical director of the cardiac rehabilitation program at the Mayo Clinic in Rochester, Minn.

“There is an urgent need to find new ways of delivering cardiac rehabilitation programs to patients. Home-based care is an excellent option for some patients who aren’t able to attend a center-based program,” Thomas said in an AHA news release.

The statement also offers guidance for medically supervised home-based cardiac rehabilitation.

“A home-based cardiac rehabilitation program is much more than advising a patient to exercise at home,” Thomas said.

“For patients whose heart disease is stable, home-based cardiac rehabilitation is administered and monitored in the same way and by the same health care team as with medical center-based cardiac rehabilitation. The difference is that supervision and coaching are done remotely, using smartphones or other technology,” Thomas explained.

An effective home-based program ensures that patients are taking the right medications, are improving exercise and nutrition habits, and that steps are being taken to address their mental health, medical conditions linked to heart disease — such as diabetes, high blood pressure and high cholesterol — and risk factors for heart disease such as smoking.

Patients also need to monitored for any heart disease symptoms or for side effects of medications.

“All of these components should be in place with a high-quality home-based program — if they are not, patients could be receiving less care than they need,” Thomas noted.

Heart patients should talk with their health care providers about their rehabilitation options, which could be center-based, home-based or a combination of the two.

“Unfortunately, cardiac rehabilitation in the home-based setting is generally not covered by most insurance carriers, including Medicare. As more evidence accumulates to support home-based cardiac rehabilitation and the technology advances to make this more feasible, we need to work together with policymakers to find ways for these services to be covered,” Thomas said.

The statement was published in the AHA journal Circulation, the Journal of the American College of Cardiology and the Journal of Cardiopulmonary Rehabilitation and Prevention.
